I think the likelihood of Dick Cheney getting criminally prosecuted is low compared to someone else taking the fall. That being said, I think it's likely that if he does get in trouble while he's still alive it will end in a fine or half-baked apology.

I was about to say that. There is no hope for any short-term change in the US, but if anything happens in the long run he would be dead.
