Indian Casinos do the same thing. they try to handle conflicts internally, without involving local/state authorities. this way they can control the publicity about any of the heinous things that go on, on property. I dunno much about Vegas casinos, but the tribal-owned casinos are typically at the Federal jurisdiction level, so they don't even answer to local/state officials, (unless they want to,) AFAIK

LVPD - We may never know the reason.

FBI - It could take up to a year to reveal.

CIA - Obviously he wanted to exact revenge on the casino in the most logical way. Not by shooting into it but by shooting out of it!
