Jewish intelligence is a myth outside of the selective breeding of a few families. But they aren't idiots.

So the jews were highest of the Hungarians, Italians and Russians. Lets face it, none of these groups are idiots. However reasonably or not, they are often prejudiced against.

US immigration was in favor of Eugenics back then. Policies that allowed those with good teeth and a strong jawline priority. Goddard, or whoever he reported to, wanted to limit 'degenerates' for what he believed formed a healthy society. Lower class (where the study was focused), Jews, Hungarians, Italians and Russians fell into that category. The results were doctored.
