None of these even are anything. Cloning a website? There are linux tools that can do that already? Modifying it on the fly? what the fuck does that mean? They have to re-host the website. Nothing special.

Spoofing emails? I can do that too, but it generally gets caught, maybe the UK does something better.

CAPTCHA Solver? There are tons out there.

Insertion of media into social networks? Scary, but basically they brainwash their own troops and just let them reddit all day anyways.

So, while this seems bad, how bad are these tools in the governments hands when many people already have these tools outside of the government? I am literally trying to comprehend how many of these are worse than using wget or something.

I've been a target and it's criminal what they do. Think you're applying for a real job? Nope. Someobdy trying to set you up to do something illegal. And when they find people stupid enough to go along with it, perfect. No repercussions from setting up idiots right?
