The Texas Penal Code chapter for murder is 19.03, not 187. Murder as defined in the US Century Code is under chapter 18 § 1111, not 187. The California Penal Code lists murder as 187, however this is meaningless since the death took place in Texas and would either be charged under Texas law or US Law since he was a public official. California has nothing to do with it, but it might give an indication that "Q" is located in California and of course just LARPing.

187 is the more recognizable term for a murder code. I'm sure they use a different code in Mexico and Canada as well...but its understandable for someone with a basic knowledge of pop-culture...like an audience on a chan.
