This is really easy to do. All it takes is a small speaker that emits into a directional dish. Think Direct TV dish or mixing bowl. If you have a mike hooked up to the speaker, you now have a directional speaker that you can whisper stuff in people's ears with.

I had this happen to me once. I had just started renting a new basement apartment in the house of a guy who turned out to be really creepily connected in ways I don't want to get into. It was the first night and I decided to turn in. That's when a female voice started to be projected into my head. I was oddly reassuring and encouragibg me to lie down on the bed and a lot of weird shit. I called my girlfriend at the time who assured me that I was being paranoid... Which was equally weird. Like, I've never called you like this and you're just going to tell me I'm crazy. I witnessed some weird mirage-like lensing near the ceiling of the room, called for the house owner, who was curiously absent at 3am, and fucking bounced like a maniac, peeling out of the neoghborhood with my dog 'cause shit was so weird. I believe I was targetted by one of these devices.
