There is a pattern of gov agencies dramatizing events for emotional effect to promote their agenda and importance of job and security of that job, aka funding. The FBI having their finger on the intelligence factor, gives them all they need to promote afore mentioned terror marketing, by allowing bad actors to go unmolested and even assisting them in their common goal. So all that is left after the excercise is complete, is to make sure everything is covered up. That is where, "if you see something say something" comes in - intelligence factor, social media, fusion centers, phone calls, tweets, etc; so the info dribbles in and changes a lot. Some times people just do bad things, sometimes the FBI helps out, regardless they always use it to promote more funding and terror. IMO, (I'm writting a fiction book)
