I believe the British Intelligence did it, blamed it on Russia to further progress the "Russian Conspiracy". We are at a state in the Western World where the U.K. is more authoritarian and in more of a Police State than Russia is. Didn't the German Intel Service get caught doing the exact same things years ago? They poisoned someone and blamed it on Russia and it turned out it was them the entire time. I wouldn't trust a God damn thing from the British government at this point. When they are arresting people over words, screw drivers and talking against Islam I'm not really inclined to believe it was the Russians ... Good link. The U.K. has become 1984 completely now.
