Here's my theory:

Putt got a very firm letter telling him not to do anything at all or else. Which is why Atko logged in and turned things back on and didn't say what the problem was and claims that there is no contact with Putt. Putt actually got a burner and sent Atko a very vague and discreet text telling him to basically turn it on.

I've made other similar comments. He's really in an odd and unique position, Voat seems to get attacked every time something big happens.

Even better theory: putt is Verne Troyer

Or he is just:

1. On vacation

2. In hospital

3. Mental breakdown

4. Family emergency

5. In another country (work related) or has a deadline at work

6. Arrested

7. On the run

etc...

We all can just guess. Maybe there is someone with the time to dig him out. He left a lot of information online it should be easy to find him.
