Thanks. I looked at the video and I agree with this assessment. This was more of a "cut it out" motion than a "slit your throat" motion. It's like when you are making a speech and are rushed for time so you are trying to get the audience to stop cheering.

He is used to having such sycophants when he used to speak that he would tell them to pipe down or stop applauding etc, I think this was that type of gesture.

The throat slit gesture is usually with an index finger and usually more along the front of the throat. [Although to kill someone you slit their jugular on the front side of the neck where this motion occured]
