Once you have agreed on a cypher with your collaborators, use a meteorological schema to decide when to pass messages.

Although surveillance methods available at the higher levels are not hindered by cloud cover, retroactive path-following and lower level surveillance has problems following you on cloudy days.

Your primary cypher should be used for communications themselves, and should rotate. Look up the Unabomber cypher as a good example of an uncrackable code. Humint breaks more codes by stealing cypher keys than any mathemetician codebreaker can.

Your secondary cypher should use something like a meteoroligical chart to dictate message drop placement. Between x% and x% humidity, for example, a message will be placed underneath a rock. Between x% and x% humidity, a message should be in plain sight for example on the back of a piece of trash left in the environment.

You must move off the Internet for ALL of your communication.

We have pulled back from using the Internet as of last year. Some of us who maintain the advanced cyphers and manage farms still use the Internet for some things, but mostly for misinformation.

The Internet cannot be trusted. Only your friends and neighbors can be trusted.
