If the military's getting worse while civilian stats are getting better, then I suggest it isn't some material damage from global radiation, but rather materials, construction, or training specific to the military. Otherwise, they are simply lax in correcting for something which other mechanics have already noticed.

Radchick has been covering it since 3-11. Often it's the windshield falling off in mid-flight (fasteners rapid decay from Wigner) and hose clamps decaying causing mid-air catastrophes like door falling off in md-flight. The radiation plume is at high elevation. Also pilots dropping dead in mid-flight.
