I've already expressed my suspicion that this is not a deliberate attack on US diplomats, but is a side effect of an experimental spying method that someone is trying out in Cuba on the US Embassy. There is no reason for a foreign government to deliberately give US officials these health problems. In itself, it accomplishes nothing. If this unknown foreign government agency were going to test the device, they would test it in a less conspicuous manner ... if it were a weapon, I mean. But if it is a spying device, and it has the unknown (at the time of its use) side effect of causing brain trauma, then what happened makes sense.
