This law is part of Syrias redevelopment and reconstruction plan, they can use this law to seize peoples property, bulldoze it and construct new areas. This also means Syrias government can seize the property of the Syrian refugees that left Syria, this in turn will remove the incentives for the Syrian refugees to return to Syria.

Now this actually goes in well with the Kalergi plan. The civil war that started in Syria has displaced millions of Syrians, many of who went to Europe and now with Syria introducing laws like this one, this means that many of these Syrians will remain in Europe if they will have their property seized and destroyed in Syria, greatly assisting the plan to replace the European population with foreigners. This also helps to assist Israel because they will have less Syrians to worry about.

Many areas in Syria has been destroyed by both U.S and Russian bombings and the cost to rebuild the country will cost a fortune something that Syria can't really afford. This means they will have to take loans from banks, jewish banks to pay for all the reconstruction and of course with it, maintain a debt they will never be able to repay.

This makes me think that the same ones who will be feeding his pockets with loans are the same ones influencing Assad to introduce these laws so that many of Syrians do not return to Syria.
