I grew up on the US/Canada border and to enter you got asked three questions: Citizenship? What are you coming for? How long are you going to stay?

Since 2001 there have been lots of changes. Marijuana has been asked many times before (only bringing in) ---- never usage. So why does it matter if a person has used it before?
