Al-Qaeda / ISIS is a secret US proxy army. I think people like arms dealer John McCain fence it through a soft sounding name like FSA who in reality are and/or turn over the weapons to the terrorist proxy armies. There has been a consistent pattern since the Carter regime. All they do is change the name of their terrorist proxy army, notice how they are always given open corridors to escape through.
