The department of energy is responsible for a ton of stuff, not just nukes. HAARP is (was) partially their baby. Project Rainbow was theirs, as was Project Phoenix. And, as is suggested by the image of the kid in the hospital gown, any experimentation with parapsychology could easily fall under their umbrella. And of course, those code names don't really indicate anything, which is the point of codenames.
