I think the title is guilty of a little sensationalism. It is true that they died, but the article states that 81% of them had other insurance, some of these applicants did not even complete the application process, and since the system was put in place in 1985, not a single dead person has been removed from the list. The combination of these factors means that it is only natural that so many of them have passed away.
