OK so I think the author is trying to imply that during this drill power will go out. Also, while the power is out some government group or agency may begin rounding up people, people that are on a list that has been compiled over time consisting of preppers and other types of people who would be unlikely to comply with orders from the government. If such a list exists I'm sure there are many people who are mistakenly on said list since the govt is inept as can be. If they really wanted to "get you" they would use the IRS, CPS, code compliance, or some other arm of the law or whatever. No need to wait for the power to go out. Rounding up people en masse would present a whole new realm of difficulties compared to compromising people one house at a time. Just saying.
