NZ state are trying to put the cost of unlocking the phone on to the traveller, under the simple thought of if you haven't got anything to hide you have not got anything to fear. What they don't appear to understand anyone could take in a "clean" phone and when in the country and with and internet connection gain access to every thing that should be on the phone but is not.
