Now, I'm not an expert on hierarchical organizations or chain of command, so grains of salt recommended.

As I understand it, the Director of the FBi is the final authority in a network of agents that stretches from Wray's office to the scene of the crime. Wray's job is to deliver the final analysis of his agency. Seems like the agency hasn't finished cleaning house.
