No. But most every mass 'mass casualty event' in the past 5 years has had a drill performed where the event took place in the weeks or months before it happened. Fire drills happen everywhere. In almost every school, office building and warehouse across the entire US. They are required by law in most places. You're comparing something extremely common compared to this (apples and oranges) on purpose. FBI 'drills' are orders of magnitude less common. And the community center didn't perform the drill. The FBI did. Fire departments are complete individual entities, the absolutely corrupt FBI is not.
