Alcohol and Marihuana prohibition seem like conspiracy. I am not sure, because people in government are demented and ignorant, but it may be possible that alcohol and Marihuana prohibition made criminals earn a lot of money.

Tobacco having marijuana banned in the US was literally used as a case study in my economics classes in college to demonstrate regulatory capture. I guess it qualifies as a conspiracy by the definition of the word, but if you think it's some kind of secret then you're really out of touch.
