The GSMA is an industry association. It organises the big global mobile industry conferences, Mobile World Congress, and also runs some coordination programs (e.g. for compatability purposes) for its mobile carrier members. If you are looking for the standards themselves, they are developed by 3GPP .

The demand for 5G capabilities is coming from the mobile operators, who want it for 3 main reasons:

• Lower cost per bit - mainly by allowing greater total bandwidth per base station plus some encoding efficiency

• Ability to connect the Internet of Things

• Access to new (higher frequency) spectrum for more bandwidth (and hence back to lower cost)

If you are fine with the "risks" of 4G, then you should be happy for 5G. 5G will introduce targetted beam forming, so base stations don't waste power all over the place increasing the noise floor, but insead target it to the specific device (even if moving). So if you are not using a phone, then you will be less affected by base station transmissions with 5G compared to 4G.

Regarding the base station you mention you can see across the street. First remember that the inverse square law is your friend. Except for stupid technicians who stand directly in front of an active base station antenna for several hours, phone users receive more radiation from their own phone than the surrounding base stations. In fact, having a base station nearby is good for you personally if you are on the same network as the base station, as it means your phone will be able to transmit at minimal power.

This leads into another reason why 5G will generally be safer than 4G. Those new spectrum bands that become available to use are all in the high frequency range, and have very little propogation through walls etc., and a lower effective useful transmission range. So, to use these new spectrum bands, mobile operators will need to put up more micro (or pico) cells. This reduces the required transmission power on the phones of customers using 5G on those spectrum bands. The main reason the mobile operators will deploy in the new spectrum bands is to increase the capacity per square foot/metre and lower overall cost per bit (i.e. they will be used in high demand areas).
