I was under the impression that the top floor was not part of the hotel, and was wholly owned by the Saudi, or at least leased. first time I've heard he was renting.

While it is suspicious, I'd wager saudi princes rent out top floors of hotels fairly regularly.

Whether this is true or not, it has no bearing on the shooting.
