Wrong. The Venona Cables showed that McCarthy was not paranoid or spreading "theories" at all.

Worst case scenario, but quite likely: the Army, along with foreign troops already trained for "crowd control" will move into the areas highlighted on the map. The first to react hostilely will be rounded up, put on the buses and, you'll never see them again. When and if there is a second wave of hostility against the lockdown, those people will also disappear. After a few cullings like this, you will have a docile, fearful, group of sheep who will not pose a problem.

The Southwest will be first but, not the last section of the country affected by this procedure, others everywhere will be subjected to the same treatment.

The media is and of course will be controlled, and word of what will happen in the Southwest will spread, lowering the number of people who are willing to step forward and try to counter the lockdown [Edit: or possibly raising the number of objectors, since many will be outraged. The planners of this operation are probably betting on the former. If more are angry enough to resist, the planners are in the process of preparing for that contingency.].

Soon the population will be reduced to a group who will make excellent slaves. Those will no doubt be drugged, via food, water, and/or vaccinations—this is for your own good—and will serve their masters until such time as they are no longer needed.

As I said, that is worst case, but it looks like a plan worked out by psychopaths.
