The way I see it, others too (this is not an original idea at all), when you get to the point where these people are, in regards to lack of sympathy and empathy and having no line in the sand they will NOT cross, in their journey to acquire as much wealth and power as they can, you must come up with a more extreme checks and balance system.

And in their case their system involves them performing various crude, sexual, depraved acts on innocent small children and having them recorded. In the event this person tries to step out of line... boom. Remind them about this... evidence.... This blackmail. This ace up their sleeve.
