So if the radio wave is 1.5 Billion light years away, then that signal is 1.5 Billion years old if Einstein is right (nothing can travel faster than the speed of light). If those aliens are real then maybe they are extinct after 1.5 Billion years.

As far as the signal possibly being from aliens, I find it fascinating that scientists would think an advanced civilization would use our same methods to communicate.

The flashes only last for a milliseconds but they are flung out with the same amount of energy the sun takes 12 months to produce.

If it's aliens, they have a massive amount of energy to waste.

it could be just a weird pattern and not aliens... but get this the signal would be 1.5 billion years old, before Romans, before Caveman, before Mammoth and Sabre-tooth Tigers, even before the Triassic and Jurassic of Dinosaurs and Giant Lizards, Cambrian Explosion the Proterozoic Eon .... its a long long way back in time.
