Maximum productivity is achieved by maximum comfort of living. A classic example is cattle. The better their life is, the more milk cows give and the better meat they have. The same with humans. In order to be productive, they need to have secured jobs opportunities and coupling. What we have now is terrorizing citizens, because if they lose their job - they can easily become homeless and die on the streets without medical care. Also nobody cares about coupling, because people are not taught how to find a matching partner and because of this many families are dysfunctional that end up divorcing. As you can see, modern society if far from being productive.
