Western powers might be only spying on people taking part and organizing it, but no much reason for them to have their operatives taking any part. Chinese most likely don't care and don't like giving people actual power back home, so better for them not to give any ideas for their own citizens.

Israel might be up to something, chaos in France might make more Jewish people move to Israel, but I think Israel would prefer Macron as French president.
