Well, no he doesn't address at all the question of who really rules. He said the NSA and presumably other covert agencies were operating without the consent of the people, because the people and their representatives had no clue what they were doing. He doesn't in this clip discuss or speculate on why they were doing that. The idea that they are well-meaning people exceeding their authority out of zeal would explain most of the abuses he describes.

I think he is a hero for exposing these abuses at great personal risk, but he is no exposer of the deep state that (in my opinion) brought about 9/11, the OKC bombing, the Las Vegas massacre, and many assassinations and other crimes.
