First the anti-lynching bill requires:

(1) Offenses involving actual or perceived race, color, religion, or national origin

If 2 or more persons willfully cause bodily injury to any other person, because of the actual or perceived race, color, >religion, or national origin of any person

or

(2) Offenses involving actual or perceived religion, national origin, gender, sexual orientation, gender identity, or disability

If 2 or more persons, in any circumstance described in subparagraph (B), willfully cause bodily injury to any other person because of the actual or perceived religion, national origin, gender, sexual orientation, gender identity, or disability of any person—

In order for the federal government to usurp state power and make this a federal crime,

(i)the conduct described in subparagraph (A) occurs during the course of, or as the result of, the travel of the defendant or the victim— (I)across a State line or national border; or (II)using a phone, the internet, the mail, or any other channel, facility, or instrumentality of interstate or foreign commerce;

The reason Smollet was on his phone to his agent was to trigger the commerce clause and qualify as a lynching under this bill.

Smollet was close with Kamala Harris and Barack Obama .

It was really to give kamala harris something to talk about, she is running for prez. Of course it wouldn't pass when senate is run by repubs, and if it did trump is prez and would veto it. But the idea was for kamala to campaign on social justice issues and at each campaign stop she'd say "see this black gay man got lynched and TRUMP is against my anti lynching bill"
