It's implausible that with all the technology available, organized crime still exists. Obviously, the government is more afraid of truthsayers than organized crime. Some people have to be demented to not understand this.

Kicking in the door of a crack dealer is dangerous. Kicking in the door of a law abiding citizen isn't. Police action is perfectly logical if you are maximising profit while minimising risk.
