Not sure what you mean, but this problem has been plaguing dairy farms in the US for tens of years. See the graph and table on this page for example:

The reason it started in the US is the way their power grid is constructed, allowing return current through the ground. Now it looks like this problem is surfacing in Europe too, due to some (yet unknown) factors in wind and solar power construction. It is very likely it is related to the US problem - something is allowing stray currents to flow through the ground.
