If you are only able to disable, it was most likely installed by your cell service provider or the hardware manufacturer.

I doubt it was a requirement from Google. There is very little in Android that cannot be pulled out and/or replaced when setting up the system image. I once had to side-load the play store on a 3rd party release of Android.

The manufacturer or carrier can put it as a system app. It makes it easier for their users because they just have to run the automatic updates instead of tracking it down to install.

However, it wastes space, even if you want it. The system app itself cannot be updated. A second copy has to be installed.

If you root the phone you get the power to delete facebook and other cruft. Alternately, you can replace the OEM version of Android with Lineage OS.
