While I understand the original ideas from the article (re-absorb the US, provide a British Empire worldwide, etc), it appears to have been thrown into reverse.

Now contrast the above paragraph with The Entire 'West' being invaded by its former colonies , and the so-called 'powers that be' openly welcoming this invasion.
