I just learned about it today, and checked my account. It's "paused". This doesn't appear to be on by default, and there are no records in my account, and it offers a "delete" for recorded content (if there were any). Maybe his account is grandfathered somehow where it opted him in by default, or something. Not sure why his was set active by default, when mine apparently wasn't? Anyone else check this?
