You could frame it that like, yes. But it is more like reacting to something is inherently beaten by simply acting, without something you react to. For example, if a gypsy asks you for cigarettes, he is already prepared to knife you in the stomach. If you simply punch him in the face without letting him open his filthy mouth, you wont get a knife in the stomach. Could be argued that the punch is still a reactin for the gypsy coming close, i know. Maybe militarily seen, attacking holds more option than defending. Attacker chooses time,place and methods of attack. Defender has to no initiative.
