Right, introducing the idea that "you're being watched" changes people's behavior and in itself is a form of psychological warfare to paralyze various groups.

But this is something we can use to our advantage since these groups cannot disclose their actual agendas the public is unable to assess who is actually a target or why.

Meaning, we can convince the public that whatever we don't want is what big brother doesn't want. They will change their behavior and espoused views to fit what we want after that point.
