Even the great FDR has a bunch of pictures of him in dresses as a child. That's just how alot of people did it in the old day. If they were too young to tell if they were a boy or a girl, it was way cheaper and easier to just dress them as a girl. Pretty huge chunk of history that people did this.

All young children once wore dresses because it made changing diapers easy. This would be especially important in an orphanage. I'm sure they even wore dresses until a bit older because fitted pants were more expensive and if everything was one piece then laundry was easier. Imagine doing an orphanage's laundry by hand...
