Only those who can not be tracked by alpha or beta waves. Or immigrants who have not registered for anything, leaving a traceable paper-trail, or criminals who have not been profiled by local law enforcement.

Your monitor watches you, in more ways than you can understand. MIT has patents for turning cell devices into mind-meshes. And aura cameras are old tech.
