This happened a long time ago. They were already doing this right after 911, if not long before that.

You wouldn't believe the quality of the camera equipment these guys have. They can count the freckles on your face. Some of these stations have links to top quality pole mounted cameras all over town, including major intersections and the highways. As near I can tell, no expense has been spared. No problem for facial recognition and license plate reading. They can track you and build computerized maps of your movement patterns over time.

I've been inside one of these command centers, and it's like a mini NASA HQ in there. Giant big screens cover the walls, lots of phones and computers. High speed real time fiber optics. Able to coordinate large forces during crisis situations. Tables and seating for upwards to about 12 people, maybe 16 in a stretch. There was only three people working when I was there, so clearly the extra equipment is available for surging when it is needed.
