I bet the divorcee actually had a low enough income to qualify for a grant. You also have to consider the possiblity that their family members are helping them out too, but they don't report it on the grant application. If you are 26 then you are considered independent from your parents and don't have to report their income. Also if you have a child or are married no matter your age you're income is automatically considered independent of your parents income. I know that's not fair. A lot of people's parents have the money to help their kids, but they won't give them a dime.

I think OP means students who have not contributed anything yet get loans even for degrees everyone knows are shit. I am not an expert but I am guessing if you're 18, not a single bank in the US will give you a loan to buy a farm. The existing loan and subsidy programs (again guessing) are probably for existing farmers. I assume these things because I have seen these programs in the EU and other countries around the world and there's a certain similarity between them.
