This is a deceiving headline. They really shut it down to cover up the mass amount of illegal immigrants in the area. Most of the faces it scans have no name because they don't exist in the system. San Diego doesn't give a shit about American citizens. Why doesn't anyone ask how the government acquired a scan of every citizens face? Illegally of course. Without your consent most definitely.
