If what you see in the video would be true, then all steel wool would be banned from all hardware stores, or all mobile phones would be banned in all hardware stores. Take your pick. You'd also have headline news of hardware stores burning down, by their steel wool isles going up in flames.

Conclusion: while in theory it is possible to ignite steel wool with microwaves, a phone does not emit enough microwave energy to cause this to happen (also the name of the channel is ViralVideoLab, which yet another clue).
