We would literally be better off with no EPA than what we have now. Of course these people should be jailed and the job should be done properly.

All this means is that future lawsuits will add the EPA to the list of defendants. But the EPA being a gov't entity, will just set up a settlement fund and pay off the plaintiff's with tax payer money.
