Exactly, the Targeted Individual program (the unofficial named given by its victims, TI for short) was the test to see how people would react to getting microwaved.

While the military and CIA had been microwaving people on and off since probably the 1950's, the nationwide program of unrelenting microwaves started in Colorado around 2009 because Schriever Air Force Base was there and it can watch everyone with satellites. After that it grew to military bases and CIA cells across the nation. The program consists of someone with a through-the-wall camera and a microwave weapon or sometimes a sonic weapon on an unsuspecting victim, to see how people would react to it. If you travel across country to get away from it, they'll find an agent in your new location to continue the program.

It has been 10 years in the running and no TI has been able to expose or stop the program. Other than some videos showing very high RF meters, no good evidence has been produced. Most victims end up getting sent to mental hospitals when reporting it to the authorities. After that, the 5G program got green-lighted.

Now that they realized they don't have to worry about being stopped or exposed, they are rolling out 5G towers which have built-in radar/through-the-wall cameras and a weapons system. Their phased array antennas (which has never been used in commercial products before) can focus a beam of microwaves on you like a laser. They can aim it at your brain, heart, or privates.

Why do this? It's a discrete way to torture and silence government dissenters. It is also believed to be a killed grid for Agenda 21.

Even if there was no evil intent with these towers, they can and will be, like our smartphones, used against us. It is only a matter of time...
