This link details an article showing the various ways China is imploding. Enter the Communist government. As it collapses, people would revolt openly. The virus is an excuse to go door to door and eradicate anyone that dares speak out. They are clearing out anyone that "may" pose a threat, not just ones that have spoken out. Think. You can prop up a collapsing economy for a decade or two pretty easily, but after a while you have to do more and more extreme things to keep it from collapsing. Look at the current round of quantitative easing in the US. China's economy was even more fucked with the real estate speculation and crumbling ghost cities creating a massive bubble built on nothing. They had to do something.

Their actions don't correspond to an intentional reset, but it did cross my mind.
