It may improve somewhat due to stopping the psychoactive effects, but in general the brain does not heal much, if at all, after toxic insults. Certainly early life exposure that affects brain development is not reversible.

I don't think its been studied enough to know for sure. My guess is that given a long enough time frame it would , but most people die after a couple decades.
