The laws are NOT NEEDED. Everyone is acting rationally. If martial law is declared when everyone is acting rationally, then it is a hostile government, and any national guard, police or military should ignore such orders.

The buerocrats want to be in charge by making laws that give them the perceived moral authority. They are crooked and corrupt and need to be removed.
